The Open RPG Worlds website is actually a combination of two projects, the Open RPG Rules Project and the Open RPG Worlds Project.  The goal is simple, create a roleplaying rule system that allows anyone to freely use and distribute it, while at the same time giving people the opportunity to alter and even use the rules commercially.
